Looks like the age-old problem of public servers we have seen in most all Sims offering online open racing. Unfortunate and annoying that there's always some who can't behave respectfully and sometimes seem to be intent on wrecking others enjoyment. One of the reasons why running at SRO stops that kind of behaviour in its tracks.
