Yes, you should be able to enter the server without owning the track.
@Rob Milliken, do you have to adjust a server setting?

 

No settings for that. If you don't own the track, you can still join as long as the server is active & host owns the track. Thats means if you don't own the track and the server is empty, you won't be able to join .. So players that don't own the track need to wait until someone is on the server to join
